Honestly, I think it's a bit of a scam.

There is no possible way that phone can be $4, even with subsidized manufacturing.

There's also White-Out on the phone itself, covering the actual manufacturer of the phone (it's actually an Adcom Ikon 4) and it isn't actually made in India.
