Any possibility of hacking camera apps to shoot 4k video or 120fps slow motion?

I know some of the new flagship phones like the Note 3 and G2 can shoot 4k video and 60fps slow motion and iPhone 5s can do 120fps slowmo, so I was wondering if it would be possible some day to get that kind of capability on other phones. It seems like as long as the cameras on the phone is 4 megapixels or higher and if the processor is powerful enough it should be capable.

Is this something that can be hacked through software or is it hardware specific?
