Is anyone else seeing a red "X" across the battery icon when they are charging the tablet when it's turned on?

It depends on what you are connecting it to. If it is attached to a computer while on, there's not enough amperage to charge it. Some phone chargers have the same issue.

If you are getting the red X with the stock charger, there is an issue and you should contact Samsung.

Well, it was connected to my PC, and it was charging it, even though the red "X" was there, the funny thing is, that it wasn't there the very first time I plugged it in. It was using the stock cable from Samsung that came with it. It's fine with no red "X" when plugged into the wall socket.

I've had it momentarily. Unplugging and plugging it back in solved it both times.

Tried that on the four frontal USB slots on my PC, while unplugging it from the tablet as well, didn't do a thing.

There are two things you can try that comes to mind: 1) plug it into a port on the back of the computer (the front USB connectors are a hub and usually not as reliable as the ports in the back which are part of the motherboard), or 2) try a powered USB hub. If your computer has USB 3.0 ports, use one of those (instead of the 2.0) because they have more power.

My comment was only when using the wall socket. I'd say your issue is what they said above, computers USB don't provide enough power often.

I don't get a red "X" on the battery icon when I'm charging my phone through the USB port, so something else is clearly going on.

According to the user manual, page 7, the note immediately following step 4: "Note: You cannot charge the battery using the USB cable and your PC." At least, that is what the manual for the SM-T210R (7") states.

Regardless of what it says, I have charged it through my PC.

True, but this may also be why you are getting the red x. The manual does not recommend that you use the USB port on your PC to charge your Tab 3.

Well, it may not recommend it, but it is a side effect of having it connected to your PC when you are transfering files to it.
