I am only getting these with apps I previously did on 4.2.2, but the bad thing is there is a bug that is not letting disabling them stick on reboot.

+1..I've noticed the same as well. Apparently this is a new change in 4.3 per one of app developer. Services based app will now show up in the notification. They are working on it to seek alternatives.

Android 4.3 changed design for notification and service, so it does as attachment. Background service apps will have this issue now.
We are researching on how to solve the issue. Please wait, we will fix it ASAP.
