Not sure what's going on here, but when I USB tether, my speeds are incredibly slow. I'm talking about .15 Mbps slow. Upload speeds are fine, and there are no issues when using Hotspot. I've tried using several different cables, so that's not the issue.
I'm tethering to a Chromebook and never had any issues doing so with my Note 4.
