Anyone here using the Note 2 on Rogers in Canada?

In Quebec, I try to use a GT-N7100 with Rogers.
The Note II work perfectly except one problem: I can't make a call. Rogers technician keep saying my phone is not unlocked for Rogers Canada. The data portion work correctly at 3G, and even SMS can be sent correctly, but no call can be made by the GT-N7100.
Anyone ever see such a behaviour?

Update:
I'M sorry, this technician has mislead me for 3 days assuring me that my phone was not unlocked.

The test he made finally was with a micro-sim that where valid but not having any more money on it to permit normal call.
That's stupid.

Im in Vancouver and bought the phone outright from Rogers as I have an old plan from Fido that is awesome. I have had no issues with connections and i have full LTE, however i have not traveled yet. New to the android world and I have had very little issues with the phone other than trying to figure out when i will get an Android 4.1.2 update.
