App Ops No Longer Accessible

With the Android 4.4.2 update you can no longer access App Ops. Google says that it was never meant for the end user.

I already know how to manage permissions with root, it's no lost to me, but I'm looking at non-root alternatives. I don't think CyanogenMod will drop the codes, they already build from that with PrivacyGuard.

Anyway the article explanation makes no sense, why only give to 'developers' who in the wrong hand misuse it when the user should be able to control it.
