App permissions question

Hey guys, just a general question

do third party apps always ask for permission or do some of them get all the permissions listed under 'permissions details' as soon as you download them. When i first got the facebook messenger app, in order to take photos it first asked for permission to use my. Are all apps required to do this?

Welcome to Android Central! Yes, on Marshmallow and above, the app has to ask for permission the first time it wants to use something like the camera.
