App problem

My wife's phone has color on everything including the app drawer but when I open an app it is in black and white. What causes this problem
 
Which phone does she have? Any power-saving modes turned on? Does this happen on any app, or only a certain one?

She has an Zmax 11. No power saving modes. I matched all of her settings to mine with no results. It is every app. I first noticed it on photos. All of them are in black and white. If you go into chrome it's all black and white. I'm totally at my wits end.
 
Check the Accessibility Settings to see if there's anything like Reading Mode.

Also try booting into Safe Mode, in case some 3rd party app is causing this. The closest I could find to the ZMax 11 is this for the ZMax 10: https://www.hardreset.info/devices/zte/zte-zmax-10/safe-mode/
No reading mode, no color conversion, no dark mode. I have booted the phone in safe mode but it does the same thing. I have found out that if I install a new app it opens in color
 
What if you uninstall one of those black and white apps as a test, then reinstall it?

No it acts just the same. I went through every one of her apps. She has a total of 31 apps. I installed 5 of those yesterday and today. Of the 31 16 work like they are supposed to. The other 16 always open up in black and white.

Of the 15 apps that open up in black and white only 3 can be uninstalled. The rest of them come already on the phone.
 
Sorry, I'm not sure what else to try. This is the kind of thing where it'd be so much easier if I had the phone in my hands to look through the various settings and options (especially since different manufacturers often have different menu structures and system options -- right now, I can only directly look through menus on a Pixel, Samsung, Lenovo and HMD).

Factory reset may be your next step, as you previously mentioned.
