App to add an image overlay permanently

I'm trying to use a scratchy screen texture, like a png as a screen overlay. i know theres a few apps to add a foreground tint or gradient, but they dont allow images. any ideas?

Here's what I'm trying to do essentially,

Use it as a wallpaper. If you convert it to a .jpg, Wallpaper Wizardrii, among other apps, will be able to use it. (But no transparency.) To use it as a screen overlay, you'd have to write an app that just does a screen overlay, then use that .png file as the overlay. See this thread for some ideas.

i could make it a wallpaper, however - the wallpaper im using is live and has a scanline that runs down the screen. theres no way for me to edit it.
