App to Resize Picture

Is there an app that can resize a picture to wallpaper size WITHOUT cropping it? I know it will be distorted since length and width will no longer be properly proportioned but that is ok for my purposes.

I know exactly what you are going through. You've got a nice photo you want to set as a wallpaper and the cropping tool ALWAYS pops up and there is no way to get the entire photo to fit on the homescreen, it's always a portion of the photo. I played around with Photoshop and re-sizing the photo, etc. Nothing worked. I found a solution using the Wallpaper Wizardrii App. I think you still have to crop the photo (minimally). Using the app, I found the option Crop to Portrait works best for me.

BTW, the optimum image size for a wallpaper on RMHD is 1440 X 1280 pixels at 72 dpi.
