How do I create a blank application folder on my home screen?

To create a folder, you have to first drag one app shortcut onto another. But if you remove the last app from a folder, I believe it disappears -- I'm not sure if you can have an empty folder.

I have apps to put in a folder. I need to create a folder like the one already created for Google.
