Application to ZIP to then reinstall via Recovery?

I'm looking for an App that will convert/copy all user data of an app, and save it to SD, and can later be installed via recovery.
I find lots of apps that backs up to zip, but I need it to be able to be signed and able to install from a new ROM installation.
