apps only partially load?

I've got a pixel 2 xl and lately I've been having issues with apps randomly not loading completely. For instance, I'll open Instagram and have nothing but a white save for the UI elements themselves and sometimes I'll also get a spinning icon like it's having connectivity issues or something. However, this happens on mobile data as well even with a good connection.

Another example is clash Royale, it'll load up to 50% and then just hang. Force closing the apps and clearing cache doesn't work. The only thing that seems to help is either time, sometimes as much as 30 minutes or a phone restart. It's quite annoying to be honest.

Anyone else having similar issues?

P.S - I know some of you will suggest a factory reset and I suppose I'll have no choice but to try that, but I'd rather avoid it. It's a pain getting everything set up the way I like it again

Does this happen with preinstalled apps as well, like YouTube? If so, see if it also happens in Safe Mode: https://support.google.com/pixelphone/answer/2852139?hl=en. If it doesn't, then it suggests that something you installed is causing the issue. Unfortunately, that also means you probably have to uninstall apps one by one until the problem goes away.
