Are apps on the Google Play Store currently unavailable to users in Mauritania?

A friend in Mauritania told me that he can find my paid app on Google Play while he can not download the app at all.

In Google Play Console, I selected my paid app, Release - Production. Then in 'Countries / regions' tab, I clicked 'Add countries / regions', but the alert message is 'No countries / regions to add'.
To my surprise, there isn't 'Mauritania' in the list of 'all countries / regions(177)' at all.

What's wrong?!
Can't users in Mauritania download paid or free apps available on the Google Play Store?

Also paid apps goes to your email as receipt do use that when you contact Google support

Google replied to me acknowledging that Mauritania is not available for app distribution at this time. :'(
