Are Pixel 4s purchased from carriers carrier locked?

Verizon not only locks the phone, they lock the bootloader - you can't unlock it. The others should unlock the SIM after the specified (by the carrier) time, and the bootloader should be unlocked. (But if you want to do that, you should do it before even setting up, because it does the same as a factory reset.)

I would say most don't care about the bootloader. A select few do but most just want to use their phone.
 
True. But for TWRP, rooting and custom ROMs (among other things, like unbricking a phone stuck in the bootloader), you have to have an unlocked bootloader. Spme care, most don't, but knowing that will keep someone from coming here with a problem only to be told that, since it's a Verizon phone, they can't fix it.
 
I think it is locked, however, typically once your done paying for it you can request an unlock code. I've done that in the past with at&t.
Do you need to be with that carrier for X months, or can you unlock once the lease is paid off?
