Are purchased apps permanently stuck with the original account?

I'm wondering whether purchased apps can ever follow a person, or are stuck with the original account? For example, if I have some stupid username/email from when I was 18 and need to change it, do all my apps have to be bought again, or is there a way to tell google that I'm the same person?

As far as I know, there is no way to MERGE accounts. You could reach out to the Dev and see if they are willing to help you if you can prove the other, old account is yours, probably a way better chance there than with contacting Google
