Are Samsung phones jumpy like LG?

I came from a IPhone 6 which just had one gig of ram. Every time I scrolled on a web page or certain application, the screen always moved very smoothly.

I leave Apple get a LG V30 which has 4 gigs of ram and a faster processor over my Apple and the screen is jumpy when scrolling.

1. Why would the phone not move smoothly? Is this an Android issue or LG?

2. Do the latest Samsung phones are have screens that chatter when you move the position of the screen?
 
It depends on the browser used. However based on a test I've seen, the V30 doesn't do a good job of managing its RAM. It may be fixed down the line in an update, but the Google Pixel and the Note 8 would have better browsing experience. Owing to less bloat (former) or bigger RAM (6GB on the latter).
 
I have both an iPhone 7 Plus, iPhone 8 Plus and Galaxy S8 Plus. All three phone do that to a minimal degree. It depends on your browser to some extent and the actual site you are visiting. Most sites these days are so laden with advertisement that it will slow down a page loading quickly which will cause it to not be smooth flowing. Plus it depends on how large a page it is that you are trying to view. Some sites load very fast while other are painfully slow.
 
Even when scrolling on this site in Chrome after every thing loads it still has small jumps. My LG Phoenix 2 work phone is smoother with scrolling that my V30
 
The Samsung Internet app >>> Chrome. It's smoother, plus the ad blocking ad ons make it load faster and scroll better. You can get it on the Play Store.
