AT&T Gear S2 Help

I just bought my husband the Samsung Gear S2 that is compatible with AT&T, but is not on my plan. I was told that he would be able to use the bluetooth for S-Voice. It's not working. I guess my question is, does it have to be connected to AT&T for the S-Voice to work (call, text, commands), or can I just use bluetooth? If I can't use it without AT&T, I'll take it back got the Moto 2nd Gen. Any advice helps. When trying to use the S-voice, it does not even give him the chance to say a command.

What phone is he using? This "could" be the issue, as not all devices are compatible with Samsung Gear.
