AT&T Note 3: mobile data unavailable in notification bar

Why is the option to turn mobile data on or off unavailable in the notification bar in the att version. It is available in the phone without contract..I checked and found that same is the case with att s4 as well

Not sure why, but You can use a widget in the notification menu
