ATT 4G coverage in UAE

The ATT website shows that they have wireless coverage in the UAE. I have installed the AT&T Wi-Fi International application and HAVE subscribed to an international plan. When I search for hots spots in UAE, UAE does NOT even come up as country selection. I cannot setup a hot spot. While actuall IN UAE in Abu Dhabi and Dubai, there ARE NO AT&T hot spots which can be found; however, the area coverage maps on ATT's website says there is. Why doesn't my international plan software show UAE as an option?

This may be a question better suited for the actual AT&T forums on their website. They have support agents on there all the time answering questions such as this one.
