Auto-brightness explodes to maximum in camera in Note 3, why?

I set the brightness to Auto (-5). It is normal except when I open the Camera. As soon as I click the Camera icon, the brightness raises to the maximum irrespective of the ambient light. Is this a bug or is it just like that? Please help me.

900A, and the same thing. The icons, etc., are full brightness, even when auto almost has the screen turned off (like in a dark room). It's been that way since the MJ5 version of 4.3, and it's that way with Velis Auto Brightness, so I guess it's supposed to be like that. (I checked both of my Note 3s - same thing.)
