Auto rotate not working on 1/2 of the apps loaded on a new Samsung Tab S4

Samsung Tab S4 does not rotate on 1/2 of the apps loaded. Auto rotate feature is on when checked using the app. Example is the Weather Channel App that tries to rotate but then sets on profile setting and will not change to landscape position when rotated.
