automatic connection mobile date and wifi without me

My galaxy s4 has a problem that mobile date and wifi automatic turns on after 5-10 sec

Did you install any app that automatic turn it on?

I have installed a lot of programs but don't know which one caused occur this problem

Try to identify it one by one, some apps can automatic turn on it, or you got any malwares???
