Automatic icon for downloaded apps

How do I enable the setting that automatically downloads an icon on my home screen for any app that is downloaded in the Play Store? That used to be a default setting and now I cannot figure out how to enable it. I have checked the Google play settings and found nothing there. Bixby couldn't help either.

Slide up from the bottom of the screen to get the grid of apps.
Click the 3 dots in upper right corner
Select "Home Screen settings"
Enable the option "Add apps to Home Screen"

OR...

"Hi Bixby"
"Show me the Home Screen settings"
Enable the option "Add apps to Home Screen"
