Automatic two-way sync/backup over wifi with a PC

I'm wanting to create somewhat of a NAS using an old laptop (Windows 7) and external hard drive attached to my wifi network. What is the best solution to automatically sync folders mirrored on my "NAS" and Android phone when both devices are on the same network?

My home internet has a data cap, so I politely refuse to use data by using cloud services for what should be accomplished via local network transfer.

I've found Resilio as an option, but I'm not eager to fork over $60 (I'd do up to $15 though).
