Background data disabled? It's not!

If I start a download while not on WiFi and close the play store or my screen turns off it says background data is disabled. Power saving is completely off, I've cleared the device cache and play store data many times before and it keep reoccurring!

Well damn...didn't realize I restricted background data in the data manager lol
