Background data doesn't seem to be working

None of my accounts are auto syncing when the screen is off. Have to open gmail, for instance, and hit the refresh button to get new emails that have already hit my phone. I don't have that background data sleep option checked under power saving, and all my accounts are set up correctly. Anyone have any ideas, or experiencing similar issues?
