Backup and restore not thorough

Honestly, I wish backup and restore would restore the apps I have enabled on Gear S3 to a fresh restore of the watch and it never does. I am not sure it restores any settings either. Is it just me or is restore of the Gear a joke.Thank you.
 
Yeah, I've yet to find any reasonable way to do this. I've had my Gear S3 paired to my S7 Edge, S8+, and Note 8, and each time I've had to do what amounts to a soft factory reset. Indeed, this is precisely what happens when you use the "connect to a new phone" function in settings. I can understand certain data like Samsung Pay cards being wiped out for security reasons. But I don't understand the rationale of having to reset your watch every time it connects to a new phone.
 
When I switched to the note 8 this week I tried running restore two or 3 times, and it kept hanging and not completing the process. I eventually decided to skip the restore and figured I'd just be downloading everything over again, when it finally finished establishing the connection to the note I was shocked to see it start up with all my stuff in the proper places. After the pains I went through with multiple gear s's and multiple phones with them, I was resigned to the fact that it would always be that way, so it really surprised me.
