Backup settings

I had to reset my phone to it's original state. I didnt go through the initial setup (I just did it through settings ->accounts ) where I think it asks if you want to backup apps and data to your google account (after entering your google id, etc). My question is how do I set this now? I read online it was under settings->privacy, but I only have factory reset under there.
