my galaxy s2, while plugged in to charger, says CHARGED.

but when i remove the charger, it becomes 97%.

does this happens to you?

I once heard somewhere it's normal. but it is possible that the battery is getting weaker, especially if you had the device for, say, a year or so.
The advantage of the Galaxy phones is that you can replace your battery easily so if you choose to do that, I recommend Anker batteries. They have one for the S2 and it has a higher capacity than the original battery. I ordered one for my old S1 it and was perfect.

Are you unplugging it right after it says it's charged? If so, try leaving it plugged in longer and see what happens. I know as the batteries get close to full voltage, they still need a "saturation", for lack of a better term, to reach full mAh capacity.
