Battery drain while on car charger

I have a charger that goes into the cigarette lighter receptacle.
I was using my Razr HD phone today for WAZE GPS.
A pop-up on my phone says to unplug the charger so as to
not drain the battery.
That doesn't make sense, so I leave it plugged in and my battery
drains...........way down.
My friend hooked up her Galaxy phone and it charged up.
How come my phone is draining instead of charging?

Don't know why you got that message(??!!) however when I am using GPS my battery does not charge when it plugged into charger. Navigation is a power drainer!

Thanks. How weird. I've used WAZE on many trips and don't remember
this happening.
