What is this ip service that is running in the background causing my battery to drain. Stock kit kat

Well, I guess it is an internal android ecosystem programme running to detect the IP address ! I guess can't confirmed it but its sure that its an internal android ecosystem process. It usually keep on working while you have activated data connections.

Wonder why it just started being a big battery drain recently. Guess I'll have to figure out which app is triggering it to run so much. Judging by the awake time that was when I disconnected from wifi and started running on mobile data.

Well, tell me did you recent update your device ??? I mean on which KitKat version of Android you currently are ??

Yes I did update it to the kit kat software a few weeks ago and everything has been working great. I went into the main settings and applications and force close that ipservice and haven't had an issue since then.
