Battery Saver Option

So I tested the battery saver option for kicks cause not that we need it much, and it doesn't seem to bother push notifications. Does it actually restrict background data transfer? It says it adjusts app synching but not sure what that entails. Anyone have any thoughts?

Doesn't do anything until battery is below 15%, or something like that.
