Battery Usage and Battery level going down way too soon

Okay, might be the wrong place to ask. But I think this is a Android problem, not just a LG Phone Battery Problem.

My LG 767 seems not charge or takes too long to charge with the power on ?

Then if I power it off it will charge much faster ( sure that is a given) ,

Yet this should not be the case.

I have checked Settings/Battery Usage and it seems

The Most a app is using the battery is at like 18%

Welcome to Android Central! Sorry, which phone model is it? I can't find an LG 767.

It's normal for a phone to charge more slowly while you're actively using it. How slow depends on any power-intensive apps or services that are being used at that time.
