Best device to use with JUST Google Maps (offline) and no SIM card, under 100$/100€?

It's as simple as that, I'm looking for one phone or tablet to use with just Google Maps and a GPS receiver. It doesn't even have to have GPS functionality integrated, as long as it can use a GPS receiver via Bluetooth or via cable or something like that.

The 100 Euro limit is because for that kind of money, I can get an actual GPS receiver, with preloaded maps. I don't want to do that because the maps are not detailed, it's sometimes hard to even get updates, the updates are not free, etc. With Google Maps on Android, I can download the portions I need and use them offline. I just need the device to do it on.

Also, I would prefer a device with a keyboard, not a touchscreen-only phone. I can go for any brand, it doesn't have to be a Samsung, HTC, LG, etc.

Thank you very much. Now, if you don't have a device to suggest, please spare me the comments telling me to go some other route. For example my main phone already has a GPS receiver and I can use that one just fine, but I don't want to, for a number of reasons. First one being that the battery drains faster.
 
Not sure about a physical keyboard, your selection is limited. But for a new smartphone, have used a ZTE Zmax2 which is $80 which is pretty decent. If you don't mind used, a lg g2 would be a good choice.
