Best International Call App

I'm from Australia and I'm looking for some good international call apps (voip). Something like viber except without the requirement for the receiver to have the app as well. Anyone?

Global call hands down. It's probably the only voip app right now that lets you charge as you use. You can also charge credits on your account using a variety of methods. I actually prefer this over skype or viber.

There is no such type? HMM You need to research more. Global Call and Skype are exactly that type of app.
