Question best non-Google way to export/import/backup text messages

A friend of mine has a Moto G Power (2021) phone and needs a way to export and store her Google Messages app text messages on a computer and then import the messages into a different phone and have the messages stored and usable in Google Messages app on the new phone, and doesn't want to use Google/Cloud. Any ideas? (And she definitely does not want to root her phone)

- Compress and encrypt backups.
- Use WebDAV as a backup location
