Block certain apps from using mobile data?

Can I block specific apps from using my mobile data? For example, I want Instagram to only work when I'm on a wi-fi network. Any app that can do this? Thanks for any solutions!!!

Edit: Found an app that does it with no rooting required. Mobiwol.

Where? I have it installed and can't find any functionality that limits cellular data access by application.
 
This might be part of 7.0 core... At least it's in my Nexus 6P. I can selectively allow apps to use mobile data.

Not that it might help you on your phone, of course, but it's one of those overlooked additions to Android.
 
On Android:
Step 1
Open Settings and tap Data usage.
Step 2
Scroll down to view a list of your Android apps sorted by data usage. Tap an app to check out detailed usage statistics and disable it from connecting to mobile data in the background.
Step 3
Tap the app(s) you don’t want to connect to mobile data and select Restrict app background data.
