use callfilter. there is a free and paid version. free version works great.
3a. As an additionally fun thing, they CAN still hear a message, so I set it up to be a "Verizon Number Disconnected" message. Wondrous.
Thee's an app called Extreme Call Blocker that's not free, but supposed to be great. On the iPhone I used an app called Blacklist which worked very well but I don't see an Android port.

look for "Send to Voicemail" option setting on each Contact in "People" app.
FWIW, I found this post on Androidforums with a potential workaround. It takes a few more steps than iBlacklist ever did, but I'm going to give it a try.

GBlocker is the only call filter on Android I've come across that will (a) pick up and hang up, and (b) block all numbers that begin with a defined digit string (e.g. a prefix). You can also set text autoresponders to incoming calls from assigned numbers. It's the closest equivalent to Magicall and CallFilter on Windows Mobile and Palm OS (the Android app named CallFilter only let's you block whole numbers, as far as I could tell).
