Blowing Motorola Droid X2 Clean for Use as WiFi Tablet -- Pls Advise

Hi, everyone. I want to give my Motorola Droid X2 for my daughter to use in her school, which has gone BYOT (bring your own technology). I want her to be able to use it on the wifi with no phone service.

Thinking it made sense, I decided to blow the Droid X2 clean by following Lancelhoff's instructions here: How to Reset Droid X to Factory Default Settings

This did exactly what I thought I needed until it "rebooted" into the spot I'm at now. The only options I have are to 1) make an Emergency phone call, 2) Change my language between English and Spanish, and 3) tap on the Droid icon to set up phone service. It is this last option that it really wants me to do in order to progress.

But I don't want phone service. I want my this to be a tablet for wifi surfing in the school setting. No phone needed.

Does anyone have any idea how I bypass this silliness and get the operating system up and running? The Motorola Droid X2 used some Motorola or Verizon version of Android. I would be happy to have that OS back or the real Android, too.

I appreciate any help or insight you may have to offer! :)
