Blue dots freezing Android screen

Hello,

My pixel 7 and 8 have this issue of 3 blue dots appearing and freezing the screen. I need to close the screen before I can continue. Any idea what this can cause?

Hello it happens frequently so multi times a day. Will try safe mode.
