Back Again. Powered off by double clicking - why is there a small blue light flashing?

On my Note 5 I have to press the power button and wait for a popup to appear on the screen that gives a choice to power down. If I chose that option, the phone fully powers down. Once powered down I don't think its possible for the blue LED light to flash.

Yeah, weird, when I double click, I get the camera...and off is off, nothing blinking...

You aren't talking about the Notification LED are you???
