I have a jawbone ERA and Galaxy S4, HTC One X w/ cyanogen mod
I found a setting on my S4 under Settings - My Device - Call Settings - Call Accessories - Outgoing call conditions.
"enable when device is locked" is selected.
However, unfortunately I'm still unable to place calls when my phone is locked with a PIN or other security option.
The only work around Ive been able to use with varying results is using the app called Delay Lock.

You will need go download the Bluetooth add on and from there you can add the Bluetooth devices you want to keep your device unlocked while paired.
The only thing is I dont like that I have to add the app as a device admin which basically gives it entire access to your phone. I also found that it didnt work at times and would lock my device while I was using it when I didn't want it to. I guess I will try tasked next. It just makes me mad that the mighty Samsung can't make this work on my favorite android phone by far without the need for hacks or keeping the phone unlocked entirely.
I hope this helps you guys out who are as frustrated with this issue as I am.
I will not switch to a iSheep device because of this problem. Even my blackberries work fine with voice dialing with a locked screen on a platform that's paranoid with security.
Since I dont drive every single day this is ok but if I needed to live in my car this might just be a turn off.
Seeing how the moto X has all these hands free commands does anyone here know if it would work better than Samsung? Does it work on stock Android? I will flash the S4 Kit Kat google edition ROM on here when it officially lands.
The reviews on new phones never tell us this stuff they only blab on about specs and pixels but what we need to know is about feature such as hands free calling and how the email is going to work!
