Bluetooth Turns On

My Galaxy Nexus is running stock 4.0.4. The blue tooth keeps turning on randomly. I am running the Power Controls app. Any ideas what's causing it to turn on? Thx!

Have you tried to uninstall and reinstall the app? Or look into the settings within the app?
