Yup, according to XDA (see thread below), no one has cracked the 4.3 bootloader yet.

True-Android blog gives a way to root your device after update. Does that mean that updating your decices doesnt relock the bootloader?

Rooting and unlocking the bootloader are not the same thing.

To my knowledge there is only one root method that works, but that method has come under scrutiny on xda due to the app sending data to servers in China and the developer doesn't want to answer questions as to what exactly the app does and why it sends data to China.
