Been there done that should have bought a t-shirt... I've been using Android since the OG Droid and then the Nexus devices and every Pixel since....

There is no way to stop it until whatever unknown series of events that it wants to happen occur...

Everyone been there done that , but sometimes forget simple steps like that...I didn't see what steps u guys have taken only trying to help .
 
Just spent another 30 minutes on the phone with Google, and the Engineers are looking at the problem. They promise to get back to me...

No. Google support is clueless. They don't act like the people that built the phone. I just spent two days setting it up. The last resort is a full reset. Then it gets sent back. Very, very disappointed.

Yeah I can understand , do the factory reset and see what happens .

A reset was the only thing I didn't try with mine as I was worried it would just reset whatever the unknown steps are that it wants to happen before it stops back to zero....

Do you have a Pixel 2 that was on Android 9? Maybe restore that after the factory reset instead of setting up as new..

That is what I tried to do on initial setup, but my Pixel 2 was not listed as an option, only my Essential phone I had been using the last two weeks, and my wife's OnePlus 6. I don't know what happened there.
 
Easy fix, go to settings, accessibility, and turn on ‘Remove animations’ setting.

No more bouncy bouncy. :)
