Brightness shoots up to 100 after powering off and on

I have brightness set to 35, if I power off my phone and power it back on, for a few seconds it's fine and then it just randomly shoots up to 100 percent.

Not sure how to delete the thread. I posted too quickly. A quick search seems to show that this happens because of no sim card being in. Right now I am testing the phone on Wifi so that explains it.

Maybe do a factory reset and set it up "as new" something is initiating that and it could be off a back up
