Broken Screen, can i retrieve photos?

I dropped my phone and I can see cracks on the inside of the screen. I assume this is a broken LCD?
When i try to turn the device on a blue light holds at the top (no blinking, doesn't turn off for 5-10+ minutes) and nothing shows on the screen.
I need the photos on my device but Android File Transfer cannot read the device and Wondershare Dr. Fone tells me I need to allow USB debugging, which is not possible because my screen will not turn on. Do I have any other options? I wasn't able to back up my photos and I really don't want them to be wiped

And in the future, back up any important files. (You can always back up to an external thumb drive or SD card if you have no other option at the moment - but Drive, Mega and Dropbox [among others] are available for Android.)

Maybe these steps help you.
I don't know if needs any configuration on phone.

Try install Samsung SideSync by Google Play (in a computer on same android wifi connection ).
Install SideSync for Windows too.
On computer, click on phone screen mirroring.

I use side sync, but don't remember if was necessary configuration (or permission) in phone.
