if I long press icons in first top 3 rows ( 2 rows on 2nd screen of icons ) the icon text disappear..if I move icon to bottom 4th or 5th row icon text reappear. nobody found this bug in years? also occurs in guest account mode. and both system and 3rd party apps.

Welcome to Android Central! Which phone? Are you saying that after you release the icon, the text doesn't come back?
Keep in mind that stock launchers are different across different manufacturers, so this wouldn't be so much an "Android 11 bug" as it would be a bug in the launcher you're using. That's why it's important to know which phone you have (and also if you happen to be using a 3rd party launcher instead of the stock launcher.
